Seventy-five university students with disabilities from the Northern Province received certificates of appreciation and a cash award of Rs. 100,000 each at a ceremony in Jaffna on Saturday, where Prime Minister Dr. Harini Amarasuriya said equal rights and equal opportunities for all citizens is a fundamental policy of the government.
The “Sarasavi Diriya Abhiman” ceremony was organised by the President’s Fund at the Jaffna District Secretariat Auditorium. The programme recognises students with disabilities pursuing university education across the country and is intended to encourage more young people to continue their studies.
“We are working to build a society where everyone has equal opportunities and where no one is left behind,” the Prime Minister said. “Bringing the President’s Fund closer to the people is an important part of that effort.”
Conflict legacy in the north and east
Amarasuriya said the Northern and Eastern provinces have a significant number of persons with disabilities, including those affected by the country’s past conflict.
She acknowledged that the path to higher education is often harder for students with disabilities, who must overcome physical barriers as well as social and attitudinal ones.
“The fact that you are standing here today as university students is a testament to your determination and strength,” she said. “Your journey is an example to the younger generation, particularly those who become discouraged when faced with difficulties.”
Wider support measures
The Prime Minister said a monthly allowance has been introduced for students with disabilities from low-income families, and that a pilot programme has been launched to provide technical assistance supporting the education of children with disabilities. The Cabinet approved a pilot project to digitise special education earlier in the week.
“This recognition is not the end of your journey. It is only the beginning of a bright journey,” she told the students. “Whatever your physical limitations may be, do not place limits on your dreams.”
Speaker Jagath Wickramaratne, the Northern Province Governor, Fisheries Minister Ramalingam Chandrasekar, the Jaffna District Secretary, members of parliament, university vice-chancellors and the students’ parents attended.
