India’s Defence Minister Rajnath Singh will make an official visit to Sri Lanka from September 8 to 10, with maritime security and defence cooperation expected to dominate his talks with the Sri Lankan leadership.

Singh will hold consultations with Sri Lankan leaders across a range of issues and will also meet members of the Indian diaspora in Colombo, Ada Derana reported, citing India’s Ministry of Defence. He will lead a high-level delegation of senior officials from India’s Ministry of Defence and Ministry of External Affairs.

The dates have moved forward

The visit now begins a day earlier than announced. When the trip firmed up in late August, Ada Derana, NewsFirst and Hiru News all reported it as falling on September 9 and 10. It is now a three-day visit running from the 8th. No outlet explained the change.

The sourcing has also shifted. The August reports rested on Indian defence ministry sources relayed through Indian media, with no confirmation from either government. This weekend’s reports carry a formal announcement: NewsFirst attributed its account to a statement issued by the High Commission of India in Sri Lanka, while Ada Derana and Hiru News cited India’s Ministry of Defence directly.

What India says the visit is for

India’s Defence Ministry framed the trip as giving fresh momentum to a maritime and defence partnership it called traditionally strong, amid what it described as a growing emphasis on regional security in the Indian Ocean.

The ministry said the wider bilateral relationship covers regional security, defence, economic and trade cooperation and people-to-people ties. It singled out India’s assistance during Sri Lanka’s economic crisis and its role as one of the first responders after Cyclone Ditwah in 2025 as having added impetus to relations.

The visit was also placed within India’s ‘Neighbourhood First’ policy and Prime Minister Narendra Modi’s MAHASAGAR vision — Mutual and Holistic Advancement for Security and Growth Across Regions.

Update, September 7: the meetings are confirmed, and the visit is a first in 38 years

Singh arrives tomorrow. NewsFirst reported that he is expected to hold discussions with President Anura Kumara Dissanayake, Prime Minister Dr. Harini Amarasuriya and Defence Secretary Air Vice Marshal (Retd.) Sampath Thuyacontha — the three meetings trailed in August but unconfirmed for the revised dates until now. He will also meet members of the Indian community in Colombo.

EconomyNext added the fact that puts the trip in proportion: this is the first visit to Sri Lanka by an Indian Defence Minister in nearly four decades, the last being K. C. Pant in 1988, under Prime Minister Rajiv Gandhi’s government. Citing Indian media, it said defence cooperation, possible collaboration on air-defence systems, and a review of ongoing security engagements are on the agenda.

That 38-year gap is the context for the deferred 2023 trip described below — and it means no Indian defence minister has visited since the period of the Indo-Lanka Accord and the IPKF deployment.

The agreement in the background

The talks are expected to take in the India–Sri Lanka Defence Cooperation Memorandum of Understanding signed during Modi’s visit to Colombo in April 2025, the first umbrella defence agreement between the two countries. The five-year pact covers joint exercises, capacity building, humanitarian assistance and disaster relief, and increased naval port calls.

Singh was previously scheduled to visit Sri Lanka in September 2023, but that trip was deferred within hours of being announced and never rescheduled.

The three meetings are now confirmed, but no outlet publishes a delegation list, a schedule, or an agenda beyond the general themes. The air-defence line rests on unnamed Indian media rather than either government. Colombo has still not issued its own announcement, and no agreements have been flagged for signature.

No outlet explains why the dates moved forward by a day, whether Singh will travel outside Colombo, or whether he will visit any military installation. None says who else is in the Indian delegation by name, or whether the India–Sri Lanka Defence Cooperation MoU will be formally reviewed during the visit.
