The National Building Research Institute has issued landslide warnings for vulnerable areas in five districts, in force until 4 p.m. on Wednesday, 21 October, after continued rainfall.
Amber-level warnings cover selected areas of Kegalle and Ratnapura. Yellow-level alerts cover vulnerable areas in Badulla, Kegalle, Matale, Nuwara Eliya and Ratnapura, the Daily Mirror reported at 5.44 p.m.
The NBRI warned that persistent rainfall could trigger landslides, slope failures, rockfalls and ground subsidence in the affected areas.
Kegalle and Ratnapura appear at both levels, which means parts of each district are under the higher alert and other parts under the lower one. The warning is issued for vulnerable areas, not for whole districts — NBRI alerts are keyed to mapped slope-instability zones, so an address in a listed district is not by itself an address at risk.
The warning area and the rain area are not the same
Earlier on Tuesday the Department of Meteorology said heavy rain above 100 mm was possible within 36 hours in the Western, Sabaragamuwa, North Western and Northern provinces and in the Anuradhapura district, Hiru News reported at 4.27 p.m.
Put the two advisories side by side and they only partly overlap.
| District under landslide warning | Province | In the Met heavy-rain area? |
|---|---|---|
| Kegalle | Sabaragamuwa | Yes |
| Ratnapura | Sabaragamuwa | Yes |
| Badulla | Uva | No |
| Matale | Central | No |
| Nuwara Eliya | Central | No |
Three of the five districts are not in the provinces the Met Department named. That is not a contradiction between the two agencies — it is the difference between what they measure. The Met warning is a forecast of rain to come; the NBRI warning is a judgement about ground that has already absorbed rain, which is why the institute’s wording points to persistent rainfall rather than to a coming downpour. Saturated slopes in Badulla, Matale and Nuwara Eliya can fail on far less rain than a 100 mm threshold.
The practical reading: residents in the three Central and Uva districts should not take a quiet forecast as an all-clear.
Context
Tuesday’s rain has already been fatal elsewhere. Two women were killed and another injured by a lightning strike at Nambadagaswewa in Anuradhapura, in the same weather system — reported here.
Landslide warnings have recurred through October. Warnings covered seven districts on 12 October alongside Colombo flooding, and a landslide at Haputale on 18 October came with heavy rain around the Kirindi Oya.
Not reported
Neither filing names the specific NBRI divisions or grama niladhari areas under warning, gives rainfall totals recorded to date, or reports any evacuation order. Neither says whether the alert will be extended past Wednesday afternoon.
