Rs 2,500 million has been allocated across three state agencies to clean up Colombo’s Beira Lake, and the money will be released shortly, Additional Secretary to the President for Clean Sri Lanka S. P. C. Sugeeshwara told a news conference.

The allocation is split between the Colombo Municipal Council, the Urban Development Authority and the Sri Lanka Land Reclamation and Development Corporation, and is to pay for removing sewage discharge points, solid waste and silt, the Daily Mirror reported.

Forty years of sewage outlets

Sugeeshwara said around 20 sewage discharge points had been identified as major sources of pollution, and that they had been operating for nearly 40 years. They are, he said, the principal reason for the foul smell coming off the lake. Solid waste is also being discharged into it, worsening the problem.

He said a comprehensive study would be carried out and expert opinion sought to identify lasting solutions, with the government aiming to address the problem over the next few years rather than in a single intervention.

The figure is not new — the disbursement is

The Rs 2.5 billion figure has been public since January. The Daily FT reported the same Rs 2.5 billion Beira Lake restoration plan under a “Clean Waterways” initiative on 21 January 2026, and a further round of coverage followed in June. What Thursday’s briefing adds is that funds have not yet reached the three agencies and are now said to be close to release — which means the project has been nine months between announcement and money.

That gap is the material fact here. A reader encountering the Rs 2.5 billion figure for the first time could reasonably take Thursday’s statement as a new allocation; it is not.

Not reported: the filing does not break the Rs 2,500 million down by agency, give a start date or completion target, say when the comprehensive study will begin or report, or state how the roughly 20 sewage outlets will be redirected. It does not say why the funds were not released earlier. Only the Daily Mirror had filed on this briefing among verified newsrooms at the time of writing.
