The 2027 budget of the Thanamalwila Pradeshiya Sabha, which is controlled by the National People’s Power, was defeated by three votes in an open ballot on Wednesday.

The budget drew 14 votes in favour and 17 against, Hiru News reported on 4 November.

The arithmetic

The NPP holds 16 of the council’s seats. The joint opposition holds 18.

Hiru breaks the opposition bloc down as Samagi Jana Balawegaya 8, Sri Lanka Podujana Peramuna 4, Sri Lanka Freedom Party 3 and United National Party 2 — seventeen seats. The eighteenth is not assigned to a party in the report.

Three members did not vote. Two government members were absent through illness, taking the NPP side from 16 to the 14 votes recorded, and one opposition member did not take part, taking that side from 18 to 17.

Hiru separately reports that a woman member whose SJB membership has been suspended did not attend the council on Wednesday, and that a court case concerning her seat is being heard. The report does not state whether she is the opposition member recorded as not voting, though the figures only balance if she is.

It goes back to the chamber

Because this was the budget’s first presentation, it is due to be presented to the council a second time, Hiru reported.

Context: not an isolated defeat

Defeats of NPP local-government budgets have recurred through this budget season. The Weligama Pradeshiya Sabha rejected its own chairman’s 2027 budget by one vote on 13 October.

Because these votes share a headline shape — an NPP council, a 2027 budget, a narrow margin — they are easily conflated. They are separate events in separate councils, and the discriminating details are the council name, the margin and the tally.

Not reported

The filing does not name the council chairman, give the budget’s value, describe what it proposed, or report any debate. It does not name the suspended member or describe the case concerning her seat, and does not say when the second presentation will be taken up. Attribution for the absences is to Hiru’s own correspondent. No other verified newsroom had carried the vote at the time of writing.
