US President Donald Trump has promised to pay every adult American US$5,000 if the Republican Party retains both chambers of Congress in November’s midterm elections — a pledge economists put at roughly US$1.3 trillion.
The offer came on the first night of an unusual Republican midterm convention in Dallas on Wednesday, CNN reported.
“Here is my promise: If the Republicans win the House of Representatives and the United States Senate, both of them, I will issue a dividend to every adult citizen in the United States of America for $5,000.”
Trump named the payment “the Trump dividend” and attached one condition — the money must be spent inside the United States. He likened it to companies paying shareholders a dividend, and to the extra $1,776 payments his administration issued to members of the military last year.
No funding mechanism, and the arithmetic is unforgiving
Trump gave no detail on how the payments would be financed or when they would be made.
Vice-President JD Vance has pointed to tariff revenue, saying the administration is “taking in an extraordinary amount of revenue because the president of the United States is actually standing up to both foreign companies.”
That does not cover it. The Tax Policy Center projects tariffs will raise about US$1.7 trillion over eleven years, Al Jazeera reported — meaning a single round of dividends would consume roughly three-quarters of more than a decade of tariff income. Analysts quoted in the same report expect the balance would have to be borrowed, adding to a national debt already near US$40 trillion.
Congressional approval would be required in any case. Criminal defence attorney John W. Day told Al Jazeera the promise appears lawful because it is not a conditional payment to influence an individual’s vote. Democrats called it an “empty promise,” and others questioned whether it is feasible at all.
One detail differs between accounts. Hiru News, carrying British coverage, describes the offer as going to “every adult American”; CNN quotes Trump specifying “every adult citizen.” The citizenship condition materially changes who would qualify. Both put the adult population at roughly 270 million.
The oil connection — and why it matters here
The pledge lands against rising US prices, driven partly by the war the United States and Israel began with Iran in February. Iran’s retaliation has largely closed the Strait of Hormuz, through which about a fifth of the world’s oil and liquefied natural gas once moved.
On Wednesday, Trump told supporters the war would not end until after the midterms — and that oil prices would not come down until then, Hiru News reported. He said Tehran was trying to influence the November vote: “I think war is going to end immediately after the election because they can’t hold out any longer.”
That timeline is the part of this story with direct consequences for Sri Lanka. Brent crude has already been driven past US$100 a barrel by the conflict, and jumped a further 4% on Thursday as fighting closed in on the Bab al-Mandeb strait. A US president stating that elevated prices will persist until at least November is a signal for an economy that imports all of its crude.
