Three officers attached to the Kobeigane Police Station have been suspended over the death of a theft suspect held in their custody, and five villagers who seized the man before handing him over remain under arrest.

The suspended officers are two Police Sergeants and a Police Constable, and they face disciplinary action over alleged dereliction of duty, the Police Media Spokesperson said in accounts carried by the Daily Mirror at 11.20 a.m. and Hiru News at 11.31 a.m. Colombo time on Friday.

The dead man was 41 years old and was suspected of multiple burglaries in the area, NewsFirst reported at 10.28 a.m., citing Police Media Spokesman ASP F. U. Wootler.

The two days that are now the issue

The Daily Mirror sets out a timeline that its own account reconciles: residents of the Baddegama area of Kobeigane seized the man on the afternoon of 25 October and handed him to police; he then remained in police custody for two days; he was admitted to Nikaweratiya Hospital on the night of 27 October, and died.

That interval is what the suspensions turn on. By ASP Wootler’s account, the villagers tied the man to a tree and assaulted him, and responding officers “took the injured suspect into custody and held him at the station without immediately providing medical treatment.” He was hospitalised only later and succumbed to his injuries, NewsFirst reported.

The families dispute that he arrived injured

Relatives of the five arrested residents reject the premise. They say the man was tied to a tree for less than an hour before police were informed, and that he was handed over to officers without sustaining any injuries, according to the Daily Mirror. They also ask why, if he had been injured, he was held for two days before being taken to hospital.

The two accounts cannot both be right, and the question they divide on — whether the injuries were inflicted before or after the handover — is the question the disciplinary inquiry and any post-mortem will have to answer. Police said the five residents remain in custody and are due to be produced before court.

What has changed since this desk last reported

This desk reported the death on 28 October from a single Hiru filing, and flagged that the sequence and timing were unestablished — “when the man was seized, when he was handed to police, how long he was held before he was taken to hospital, or when he died.” Friday’s filings close most of that gap, and two earlier details need correcting against them:

That report also noted that Ada Derana had framed the case as a death in police custody, a framing this desk could not then verify because adaderana.lk has returned an HTTP 403 block for some 49 consecutive days. The Daily Mirror’s own headline and the suspension of three officers now confirm that framing.

Where the accounts differ

Hiru News dates the arrest to the 26th, where the Daily Mirror gives the afternoon of the 25th. The Daily Mirror’s date is the one adopted above because it is the only account that closes arithmetically: 25 October plus the two days in custody it reports gives the 27 October hospital admission it also reports. Hiru’s filing does not state a custody duration, so it cannot be tested the same way. The discrepancy is noted rather than resolved.

Not reported

None of the three filings names the dead man, the suspended officers, or the five arrested residents. None states the cause of death, whether a post-mortem has been held or what it found, or whether the Government Analyst has been asked to report. None says which court the five residents will be produced before, or on what date.

No filing says whether the officers’ suspension is interdiction pending inquiry or a precursor to criminal charges, whether the National Police Commission or the Human Rights Commission of Sri Lanka has been notified, or whether anyone has been charged in connection with the death itself as distinct from the assault.
