The Colombo Additional Magistrate’s Court on Wednesday ordered the release on bail of four individuals accused in connection with the fraudulent surety scheme that secured temporary freedom for the late aviation director Kapila Chandrasena before his death.
Colombo Additional Magistrate Lahiru Silva granted bail to Mohamed Rizwan and Mohamed Irshad, the two men accused of acting as false sureties, as well as Ariya Thissa de Silva and Perumal Ganesh. Ganesh is an employee attached to the office of former Sri Lanka Cricket chairman Aravinda de Silva, whose connection to the case was examined in earlier proceedings this month.
Each of the four suspects must provide two sureties of Rs. 500,000 each. The Magistrate also required them to submit Grama Niladhari certificates confirming their place of residence, along with affidavits declaring their assets.
The case centres on allegations that the sureties used to obtain Chandrasena’s bail from remand custody were fraudulently submitted. Chandrasena was found dead at his Colpetty residence in May, while on bail in connection with the UL-Airbus procurement corruption case. Investigators have continued probing the surety network since his death, with the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) pursuing the matter through the courts.
Earlier hearings established that Chandrasena’s bail bond execution involved individuals with no genuine financial standing to stand as sureties. Phone records produced in court earlier this month indicated contact between Perumal Ganesh and others in the network. A surety broker was also arrested by the CCIB in the same accountability thread.
