The United National Party (UNP) has called for a parliamentary team to be allowed to examine the condition of former State Intelligence Service (SIS) Director Major General (Retired) Suresh Sallay, who is being treated at Colombo National Hospital following his arrest under the Prevention of Terrorism Act.
In a statement, the party said all actions taken against Sallay must comply with the constitution and Sri Lanka’s international human rights obligations. The focus, the UNP said, should be on the manner in which an arrested individual is treated rather than on the allegations being investigated against him.
Any form of torture or inhumane treatment would breach Article 11 of the Constitution and international human rights standards, the party said, also pointing to PTA provisions that require safeguards against cruel, inhuman or degrading treatment of detainees. The UNP warned that any erosion of those protections could have wider implications and said it would continue to monitor the case closely.
The call follows a fast-moving sequence around Sallay’s custody. The CID informed court on Monday that Sallay was admitted to hospital after his health condition deteriorated, and Ada Derana reported on Tuesday morning that he is continuing a hunger strike with conditions to end the fast that his lawyer Udul Premaratne first disclosed last week. Counsel Wijeyadasa Rajapakshe and Gammanpila have argued that he is in mental and physical decline and that his earlier psychiatric ruling under the Oscar Act is set for June 10.
On the streets, Day 2 of the satyagraha for Sallay drew low turnout at the Colombo Fort railway terminus on Monday night, after the opposition-organised protest first began on June 7. The Human Rights Commission separately summoned the CID over the investigations involving Sallay earlier on Tuesday.
The UNP’s intervention adds a second formal opposition channel to the case after the SLPP-aligned bloc led the weekend protest. The party did not name signatories or the committee chair it wants the parliamentary team to be drawn from.
