The Cabinet has designated Prime Melwa (Private) Limited a Primary Business of Strategic Importance, clearing the way for tax exemptions and other incentives on a mixed-use waterfront development inside Colombo Port City, EconomyNext and the Daily Mirror reported on Tuesday.

The designation is granted under Section 53 of the Colombo Port City Economic Commission Act No. 11 of 2021, which requires Cabinet approval before a business can receive strategic status and the incentives attached to it.

Cabinet spokesperson Minister Nalinda Jayatissa said the project “aims to construct a landmark mixed-use waterfront project in the Colombo Port City over the next few years, creating approximately 800 direct employment opportunities.”

The Daily Mirror reported that the proposal was submitted by President Anura Kumara Dissanayake in his capacity as Minister of Finance.

The two outlets differ on the investment figure

EconomyNext reports the company will invest 112.2 million US dollars and 15.9 billion rupees, describing the total as foreign direct investment “alongside local rupee funding.” The Daily Mirror instead presents the rupee figure as an equivalent, writing “USD 112.2 million (approximately Rs. 15.9 billion).”

The two readings cannot both hold. At Tuesday’s closing spot rate of Rs. 330.70 to the dollar, $112.2 million converts to about Rs. 37 billion, not Rs. 15.9 billion. EconomyNext’s additive reading is the arithmetically consistent one, and is the figure used above.

Context

The approval follows a run of strategic-status designations at the zone, including six firms cleared in May bringing a combined $14.6 million, and sits against the Port City Economic Commission’s stated $4.1 billion investment target.
