Manori Sallay, the wife of detained former State Intelligence Service (SIS) Director Major General (Retired) Suresh Sallay, has filed a formal complaint with the National Authority for the Protection of Victims of Crime and Witnesses alleging that an individual believed to be linked to the Criminal Investigation Department has been monitoring her family.
According to the complaint reported by Ada Derana, a civilian-clothed man followed her 17-year-old daughter and 22-year-old son when they visited the Colombo National Hospital on Saturday to inquire about their father’s condition. The individual is alleged to have photographed or filmed the two children using his mobile phone during the encounter. Manori Sallay said the same man had previously been seen in the vicinity of the National Hospital and outside the premises of the Criminal Investigation Department.
She has urged the Authority to launch an independent investigation, identify the individual involved and determine under whose instructions the alleged surveillance has been carried out. Authorities have not yet publicly responded to the complaint.
Suresh Sallay was arrested by the CID on February 25 over allegations linked to the 2019 Easter Sunday bombings and remains in CID detention under a court order. He is currently being treated at the Colombo National Hospital after commencing a hunger strike while in custody.
The new complaint adds to a sequence of family-led allegations that have surfaced in recent weeks. Manori Sallay previously accused CID officers of carrying out a strip search of her husband in custody and said his health condition had deteriorated. The Human Rights Commission of Sri Lanka launched its own probe into the conditions of his detention cell, and Sallay himself described the cell as “like hell” while maintaining his hunger strike. The CID earlier rejected her request for daily legal access, restricting consultations to a court-ordered weekly slot.
